An ombuds office or dispute-resolution system could better address harassment, complaints, and corruption

"An ombuds (formerly ombudsman) system is informal, neutral, and truly confidential—only the ombuds officer needs to know of the complaint....But everybody would surely be better off if most harassment claims were addressed through a live or virtual ombuds office or a dispute-resolution system."
